After some advise i am looking for back over 0.5 if there were certain criteria met in between 10-30min in term of stats. Then i want to place a unmatched bet for example at odds 1.7 is it possible to place this before odds reach the target?

Yes, remove "Price settings->Price rules" rule and instead use "Price settings->Default price" rule, set it to ask for price 1.7. Then try it out in simulation mode without risking any real money.
