can you please advise why this LTD strategy is not triggering hedge when a goal is scored?

Please provide screenshot of placed bet, of Inplaytrading statistics/score form for that match and log file. You can email it all by using Contact form:

At Hedge->Market conditions turn off option to use market conditions as you have not selected any.
