Could you tell me how to create a "Free Bet" "in Play" after a goal is scored BUT only when its in the first half?

I want to let the trade run if a goal isn't scored in the first half.

You can use "After bet rules->Hedge" rule, set it to use "AND" logic and at "Hedge->Market conditions" tab add:
1. Football - Match status, allow executing only during first half
2. Market status change delay, set it to 180s
3. at General tab tick option to execute if price goes/above (depending on your initial bet type) by X tcks/percents

Then try it out in simulation mode.

What do i need to set the " x rate" to on "Hedge if" to create a free bet.

Do i tick "Hedge if possible to win X% of maximum possible profit" and then set that to 0%?

No, do not set that to zero. You should read manual for details on what each option does and how it works:

In previous comment I suggested hedging when price changes, goes up or down, changes in your favor, then if hedge executes you get profit regardless of the outcome e.g. back at 2.0 and then lay when price goes down by 20% (lay at 1.8 for example).
