If using a provider, how do I set up the strategy so that if there are multiple selections "provided" in that race, it bets on all that meet the strategy criteria and not just one?

If you want to bet on all imported tips then increase max number of bets per selection and market for your strategy. You can do this at strategy "Edit" form, the one where you set strategy name, there is option for max number of bets per runner/market.

It will only be those that meet the criteria. Its laying horses so if the provider provides 3 horses for a race , Red Rum, Desert Orchid and Hedgehunter. If only Red Rum and Hedgehunter meet the criterias lay only those two and ignore Desert Orchid. So it won't be bet on all imported

Bets are placed on selections that satisfy all your strategy rules. I do not see a problem here.
