Is there a that if you set a price using the imported tips - so that if the price is 5%+ 10 mins before the schedule event or would it be better to factor this into the min price when setting up the imported tips and if that pricer is met or even higher the bet will fire?

You can use "Compare prices" rule in latest V3 version to compare your imported tip price with available market price.
